Risk levels
| Level | What it means |
|---|---|
| Low | Few obvious indicators. Documentation and tests may still be needed. |
| Moderate | Some indicators worth reviewing before modernization. |
| Elevated | Multiple signals suggest deeper review before refactoring or translation. |
| High | Important risk areas should be reviewed by a developer before modernization. |
| Critical Review Recommended | Do not begin automated rewriting. Start with deeper risk assessment and human review. |
